Dato' Ir Mohamad Razali Othman holds a B.E (Hons) degree from University of Malaya since 1977 and M. Sc from Loughborough University of Technology since 1989. He has attended the management course in infrastructure in a market economy of the Harvard Business School, Boston, Massachusetts, USA in 2008 and is registered as a Professional Engineer with the Board of Engineers Malaysia.

He has also served in various capacities and post with the Public Works Department (PWD) nationwide from 1977 to 2009. His work took him traveling extensively to Perlis, Terengganu, Pahang and many other states in the country working with Medical & Health Division, Water Works, Road Maintenance, Forestry Departments and Malaysian Highway Authority (MHA). He was the Director of Roads from 2000 to 2005. He served his last two years in MHA as the Director General.

His directorship in public and private companies includes Jambatan Kedua Sdn Bhd, Carimin, Minconsult, Rafulin Holdings, Aktif Unggul and KL-Kuala Selangor Expressway Berhad (KLSEB). He was the past president of the Chartered Institution of Highways and Transportation Malaysia branch and past deputy president of the Road Engineering Association of Malaysia. 

Previously, he was also actively involved in the Executive Committee of the World Road Association (PIARC) and the organizing committee of 20th World Road Congress in Kuala Lumpur in 2000. Dato' Ir Mohamad Razali bin Othman has contributed generously by producing series of documents on standard specification guidelines, manuals and technical notes related to roads/highways engineering during his tenure in PWD and MHA.

Currently he is actively involves in Yayasan Rafulin. Few projects that had been implemented under Yayasan Rafulin includes school halls, school buildings, mosques and surau.
